For the dough:

1. Heat the milk in a small saucepan over low to medium heat. This will take about 1 minute. Remove the saucepan with warm milk from the heat and add honey, stirring until the ingredients are well combined.

2. Add dry yeast to the warm milk and honey mixture, allowing it to sit for 5 minutes until it becomes frothy.

3. In another bowl, melt the butter over low heat and set it aside.

4. In a large bowl, mix together the flour, sugar, and salt. Gradually pour in the melted butter and mix well. Once the butter is combined with the flour, gradually add the warm milk mixture and stir/knead until the dough is smooth and cohesive.

5. Once the dough comes together, gradually incorporate the raisins, add the vanilla sugar, and knead the mixture thoroughly once again. If the dough is sticky, add a bit more flour.

6. After kneading the dough, place it in a bowl greased with butter, cover, and refrigerate for 8 hours. This extended chilling time will enhance the flavors and improve the texture of the dough.

For the filling:

1. While stirring over medium heat, melt the butter. Pour in the honey, finely grated orange zest, cinnamon, and cardamom. Constantly stirring, heat the mixture over medium heat for about 3 minutes. Remove the mixture from heat and stir until the ingredients combine into a homogeneous mass. Once the ingredients are well combined, let the mixture cool for about 15 minutes.

2. Remove the pastry dough from the refrigerator. Place it on a lightly floured work surface and roll it out into a rectangular shape.

3. Spread half of the prepared filling onto the surface of the dough. Starting from the long edge closest to you, roll the dough into a log (the dough will be soft and slightly sticky). Using a sharp serrated knife, cut the pastry dough into 12 pieces. Transfer each piece of dough to the prepared baking dish. Cover the baking dish with plastic wrap and let the pastries rise for about 45 minutes. Meanwhile, preheat the oven to 190°C.

4. Remove the plastic wrap from the pastries. Place the Swedish cinnamon rolls with cardamom in the preheated oven. Bake until golden brown, about 25 minutes. Remove the rolls from the oven and immediately brush the remaining filling on top. Allow the rolls to cool for about 10 minutes.
